As a result of a lawsuit against the Ministry of Reintegration initiated by the Association, the claims of former political prisoner Yevhen Panov have been satisfied – he has been entered into the Unified Register of Persons found to have been deprived of personal liberty and received an extract from it.

For a year, Yevhen appealed to the Ministry of Reintegration and its subordinate, the Ukrainian National Center for Peacebuilding, with a legal demand to provide him with an extract from the Unified Register. Since Yevhen was released as a result of the exchange on September 7, 2019, the fact of deprivation of his personal liberty is considered established – this is stated in para. 15 of the Regulation on the Commission, approved by the Cabinet of Ministers No. 1281 dated November 15, 2022. Therefore, information about Yevhe’s imprisonment had to be entered into the Unified Register, and on the basis of the entered information, an extract to be provided.

The extract, among other things, is necessary for the realization of labor and social benefits, in particular, pension benefits. It is the document that, according to the law, confirms the fact of deprivation of personal liberty for the interaction of a person with all state bodies and organizations.

Unfortunately, it took more than a year for the Ministry of Reintegration to resolve organizational issues regarding the drafting of the extract form, entering information into the register and determining the responsible authority to provide this extract.

Already during the court proceedings, the contested violations were corrected by the Ministry of Reintegration and Yevhen was provided with the extract he was entitled to, and therefore the proceedings were terminated.

Starting from December 15, 2023, in accordance with the paragraph two of clause 13 of the Procedure for the creation, maintenance, access to the information of the Unified Register, information from the Register is provided by the administrator of the Register free of charge as an extract in the form approved by the Ministry of Reintegration. The administrator of the Register is the state enterprise Ukrainian National Center for Peacebuilding (UNCP), which belongs to the sphere of management of the Ministry of Reintegration.
