It is a deliberate, gross, violation of the laws of war that gives rise to criminal responsibility for the perpetrators at the national and international level.
In particular, war crimes include:
Killing of the population, torture and inhuman treatment;
Causing great suffering or serious injury, rape;
Destruction and misappropriation of property that is not necessary for military purposes;
Forcing civilians or prisoners of war to serve in the armed forces of the Russian Federation;
Using the population as a «human shield»;
Deportation of Ukrainians to Russia or to the occupied territories of Donbas and Crimea;
Abductions and illegal arrests of civilians.
