As practice shows, even deputies and officials working with the population often do not know that there is a problem of discrimination against civilians who were enslaved by the Russians and then returned from illegal imprisonment on their own.

Earlier, the editorial office of RIA Pivden wrote about the fact that some prisoners in Melitopol were deported after torture according to the so-called Decree of the pseudo-governor of the Zaporizhia region Yevhen Balytskyi. Yes, Anatoly Hrybko from the Melitopol district was deported.

At the age of 60, the man knows what it's like to live under occupation under machine guns and to resist, he went through captivity and deportation through the "corridor of life" through Vasylivka.
Another prisoner, Olena, from the Melitopol district, was deported to Georgia straight from her cell after 5 months of imprisonment.

After release, such people are deprived of the opportunity to provide "classical" documentary evidence of the fact of illegal imprisonment, provided for by the requirements of the Law. In addition, in Ukraine, the decision-making procedure for establishing the fact of deprivation of personal freedom is not transparent and understandable for the applicant. According to our information, the Commission refuses to establish the fact without explaining the reasons for the decision. And sometimes, without providing methodological assistance to the applicant, how exactly can he prove the fact of imprisonment. According to the results of our research, one of the reasons is that the members of the Commission have no proposals for the applicant and do not know? what confirmations could the applicants from this category of civilians prepare for consideration by the Commission. In turn, the applicant does not have where to get clarification.

Currently, the NGO Association of Relatives of Kremlin Political Prisoners is working on the creation of an effective algorithm for confirming the fact of illegal imprisonment for civilian prisoners who have released themselves. The work is carried out jointly with the International Renaissance Foundation.

The NGO must develop an algorithm for proving the fact of captivity of a person who has released himself and does not have documents confirming imprisonment. And also to develop proposals for changes in the current legislation on social and legal protection of illegally imprisoned civilians and a plan to advocate for these changes in cooperation with human rights organizations.
We cooperate according to the memorandum with the Melitopol Executive Committee and together with RIA Pivden run the column "Prisoners of the Kremlin"
