About reparations for all the consequences of the armed aggression of the Russian Federation and the register of damages caused by the aggression of the Russian Federation (RD4U), created under the auspices of the Council of Europe (CoE). The team of our NGO took part in a 3-day offline training from the International Organization for Migration (IOM) together with representatives of the Office of the Verkhovna Rada Commissioner for Human Rights, the Ministry of Social Policy and the Office of the Prosecutor General.

The Resolution on the Register of Damages (RD4U) was adopted during the 4th Summit of Heads of State and Government of the Council of Europe in May 2023 in Reykjavík. The RD4U was created as the first component of a future international comprehensive compensation mechanism that has yet to be established.

⚖️ After that, the Government and Parliament of Ukraine took a number of measures and initiatives, the Office of the Commissioner of the Verkhovna Rada of Ukraine for Human Rights also created a working group on reparations.

And IOM has developed a methodology for consultations on reparations, taking into account the most vulnerable categories of victims.
With the help of the consultation platform, it will be possible to define the categories of victims, the methodology of sampling and interviews, as well as the survey forms that will be used for the purpose of conducting consultations.

We studied together at the training
👉mechanisms of restorative justice, reparations,
👉 the methodology of the consultation process, which takes into account the features related to sensitivity to conflict, the principle of "do no harm",
👉 anonymity, confidentiality and data protection,
👉as well as interview conditions that take into account trauma and gender sensitivity.

We thank the IOM experts and the facilitator, Carly Furstman, who is the director of the Center for Human Rights, a professor at the Essex Law School, and an international consultant of the IOM on issues of transitional justice and reparations.
